Heath Jenkins

CEO & President

Heath Jenkins is the visionary founder of Harvus Solutions and Harvus Capital, bringing more than 25 years of extensive experience in the manufactured housing and disaster relief sectors. Before founding Harvus Solutions, Heath built and grew Regional Enterprises (“Regional Homes”) into the largest privately-owned manufactured housing company in the United States. Under his leadership, the company expanded to 42 retail locations across 7 states, operated 4 manufacturing facilities, and employed over 1,200 staff members. His entrepreneurial acumen and hands-on leadership style were integral to driving the company’s success.

At Regional Enterprises, Heath led efforts that resulted in the supply and installation of over 30,000 housing units across residential, commercial, and government markets, including units for FEMA and various state and federal agencies during times of disaster recovery. The company’s success in providing housing solutions for displaced populations positioned Heath as a key industry leader, ultimately leading to the successful sale of Regional Enterprises to Champion Homes, Inc. in 2023 in the industry’s second largest public transaction.

In addition to his accomplishments in housing, Heath has successfully launched and grown multiple businesses, including two home manufacturing companies, a leasing and financing company, a real estate agency, an insurance agency, a FDIC insured bank, and a land development company. His deep industry knowledge and multi-faceted expertise in housing operations, strategic planning, and crisis management provide Harvus Solutions with the leadership necessary to deliver effective, scalable disaster housing solutions. Heath’s vision for the company is rooted in his strong belief in efficient operations, strategic partnerships, and client satisfaction.

Heath is a graduate of Mississippi State University with a Bachelor of Science in Business Administration. His leadership philosophy is focused on building strong relationships, delivering results, and ensuring that every project meets or exceeds client expectations.

Neil Godfrey, CPA

CFO | Managing Partner

Neil Godfrey is a Certified Public Accountant with a robust background in real estate, housing finance, and project management. With more than a decade of experience in the manufactured housing and emergency housing industries, Neil brings a wealth of financial and operational expertise to Harvus Solutions. His dual focus on financial management and strategic logistics ensures that Harvus Solutions remains financially sound while providing high-quality, cost-effective solutions to government agencies during times of crisis.

Neil has been at the forefront of several innovative initiatives within the industry. Most notably, he co-developed a private ERP system specifically designed to streamline operations in the manufactured housing and emergency housing sectors. This large-scale software solution is one of the few tailored systems in the market, providing enhanced efficiency and operational oversight for disaster relief efforts. Under Neil’s leadership, this ERP system has played a crucial role in improving project timelines, minimizing errors, and ensuring that each phase of a mission is completed on schedule.

In addition to these responsibilities, Neil’s project management experience includes overseeing complex housing programs at a high level, ensuring projects were delivered on time and within budget. His expertise in coordinating large-scale operations and managing resources effectively has been instrumental in the success of multiple disaster relief housing efforts.

Neil is also responsible for overseeing the company’s investment activities, focusing on ensuring that capital is allocated strategically and efficiently to maximize returns for Harvus Capital and its partners. His comprehensive understanding of finance, program management, and logistics coordination has been essential in scaling the operations of Harvus Solutions to meet the evolving demands of disaster housing missions.

Neil holds both a Bachelor’s and Master’s in Professional Accountancy from the University of Southern Mississippi. His commitment to financial transparency, operational optimization, and client satisfaction continues to be the foundation of his work at Harvus Solutions.

Joey Songy, J.D.

Joey Songy is a licensed attorney and entrepreneur with over a decade of experience in disaster recovery in both the public and private sector. He has founded multiple professional services and operating companies, as well as served the state of Mississippi as chief of staff to the governor. In business, he has a reputation for moving quickly and efficiently with a relentless drive to achieve objectives and meet deadlines. At Harvus Solutions, Joey identifies opportunities, helps manages operations and is the front line for government relations. From taking the first step in response to an event that could require a government solution to ensuring the team executes with care and speed, he plays a critical part in the strategy and execution of any project.

While serving as chief of staff, Joey managed all aspects of disaster recovery and worked with countless vendors and contractors to implement governmental solutions and create public-private partnerships. In the private sector, Joey designed a first-of-its-kind turnkey readiness housing solution for states. This solution was adopted by several states and has since been activated in multiple instances. 

At Harvus Solutions, Joey helped stand up the North Carolina Helene housing mission in response to an emergency order for travel trailers to be installed for displaced residents. In addition to state public service, Joey has also served the federal government as a presidential appointee to the Intergovernmental Policy Advisory Committee on Trade, which provide general policy advice to the U.S. Trade Representative on trade policy and development matters that have a significant relationship to the affairs of U.S. state and local governments.

Joey has received the Top 50 Most Influential Award from the Mississippi Top 50 and was named to the Top 50 under 40 by the Mississippi Business Journal.

Joey holds a juris doctorate from the University of Mississippi and a bachelor’s degree in healthcare administration from the University of Southern Mississippi, and is admitted to practice law in Mississippi state and federal courts. His knowledge of state and federal programs, as well as his experience and abundance of key relationships throughout the country, brings tremendous value to Harvus Solutions customers and contractors.

Sykes Heard, GC

Senior Project Manager

Sykes Heard brings a diverse set of skills to the team, with a strong background in Insurance Risk Management, Surety, and Project Management. He has an extensive track record of managing disaster relief housing missions and overseeing the successful completion of projects for government agencies and private contractors. His attention to detail, problem-solving abilities, and hands-on management style make him an invaluable asset in ensuring that each mission runs smoothly and efficiently.

In his previous role, Sykes served as the lead Project Manager for multiple public emergency housing missions and CDBG-DR contracts. He worked directly with state and federal agencies to ensure that every aspect of the project was executed to the highest standards, from initial design and site preparation to final unit delivery and installation. Sykes also acted as the primary liaison between the agency and field crews, ensuring clear communication, resolving issues promptly, and maintaining strong relationships with all stakeholders.

Sykes is a NASCLA-certified General Contractor, which allows him to oversee the legal and technical aspects of each project, including managing subcontractors, coordinating site development, and ensuring compliance with all local and state regulations. His expertise in construction management, scheduling, and resource allocation has consistently led to the successful execution of projects within tight timelines and under demanding conditions.

Sykes holds a Bachelor of Science in Business Administration from Mississippi State University. He has a passion for project management and thrives in environments that require a meticulous approach to coordination, compliance, and execution. His focus on client satisfaction, team collaboration, and quality assurance helps ensure that Harvus Solutions exceeds expectations on every project.
